The CILO Checks Are In
Beginning 8:00 AM Tuesday September 29, 2009, checks are available for pick up in the Finance Control Office in P&DC Room 2361, 1001 California Ave, Pittsburgh, PA 15290.
The Finance Office will only operate during normal business hours between 8:00 AM to 5:00 PM Monday through Friday.
This will be the only way to receive checks until further notice.
Recipients must present ID and sign for their check.
All checks must be picked up in person. Checks will not be released to coworker, friend or family; not with a note, not with a notarized document. There will be no exceptions.
Recipients without current authorization to enter the P&DC must show proper identification at the California Avenue Tour Office where they will be given instructions.

'Former Clerks' CILO Award Information
Former USPS employees that held Clerk Craft assignments in the Pittsburgh PA GMF Plant for any amount of time between March 25, 1994 and August 20, 2004 may be entitled to remedy from a class action arbitration award.
If identified as a recipient of remedy, the USPS will attempt delivery to the former employee's last known mailing address. Inquiries regarding entitlement, whether for yourself or on behalf of a deceased recipient's estate, should be directed to:

PMAPWU recommends that letters be sent via certified return receipt first class mail, and should include brief but clear reasons for the letter, and include current contact information. PMAPWU also recommends that a copy be retained with the returned receipt for proof of mailing, and another copy be sent to:

Retirement, Separation Incentive Interpretations Document Updated
The union has updated a document that offers explanations of the Aug. 24, 2009, Memorandum of Understanding offering incentives to USPS employees who retire or separate in the coming months. The unions' "Interpretations - Incentive Memorandum" now offers additional information about eligibility, deadlines, and more.
In a related matter, by mutual agreement the APWU and USPS approved a correction to a date in the answer to Question 5 in the Memorandum Of Understanding Re: One-Time Retirement Incentive - Questions and Answers.
The corrected sentence now says, "Employees with a scheduled retirement/separation date of September 19-November 30 will receive a letter with a form that must be returned to the Human Resource Shared Services Office by September 25."

USPS Loses $865 Million in July

Unaudited financial statements files with the Postal regulatory Commission report that the Postal Service lost an additional $865 million in July. Thats better than the $1.3 billion loss reported in June, but brings the total fiscal year to date net loss to $5.6 billion, with two months left left to report in the fiscal year, which ends September 30.
First class mail volume was down 10.9% from July 2008, Standard mail was down by %16.8%, and package services by 18.8%.
On the expense side, total expenses were up by 0.9%, or about $55 million. Personnel expenses, mainly salaries and benefits, were up by 3.8% from the prior year, or $167 million. Customer service and mail processing compensation (i.e. employees who work inside post offices and processing plants) was down by about 7%, or $104 million.
The biggest contributors to the increase in compensation were "other" employees, i.e. administrative, maintenance, postmasters, etc., where compensation was up by 33% or $245 million, and workers compensation payments, up by 17.3% or $18 million.
